Swiss Days is in the books and cooler nights are finally here, fall is a great time to be in Utah’s Dixie and particularly in Santa Clara. Thanks again to all the volunteers who helped make Swiss Days a success. Thanks also to the City Staff for the hours you spend keeping key city services operating at the high level you do. From keeping streets clean and safe for traffic and pedestrians, to providing clean water, to maintaining high quality park facilities, to always greeting residents with a smile, you do a fantastic job and I can speak for all residents in saying we appreciate it. Keep up the good work!
There is a lot going on around Town Hall these days. The Planning Commission is re-viewing the City General Plan for the South Hills based on the most recent planning discussions with the BLM. A citizen advisory committee has been contacted to provide input during the process. There are several new residential development proposals being considered for the undeveloped land North and West of Harmon’s including additional short term rental properties. Additional commercial development is also being discussed near the Harmon’s store including a restaurant and bank. Planning Commission and City Council Meeting agendas are posted under the Government tab on the City website (https://www.sccity.org) listing meeting dates and discussion items.
Repairs have been made to the Highway 91 Improvements following the rupture of the City culinary water line and the Water District’s irrigation water line within a few days of each other last month causing significant damage to the new road surfacing. Work on the street lighting and landscaping are underway. Plans are being prepared for the continued expansion of the Gubler Park facility to provide for additional parking and access. A new Adventure Park is also being planned for the South Hills west of the existing City Water Tank. The park will provide much needed parking and trailheads for the numerous trails in the South Hills. The City is working with Washington County to locate and plan a regional shooting range in the South Hills west of the City to provide a safer location for recreational shooting. Plans include improving the existing Stucki Springs road access through the South Hills to allow vehicle access to the shooting area.
I encourage everyone to get educated regarding Prop 1, the Countywide Transportation Sales Tax Proposal on the election ballot. Detailed information for and against is available on the Washington County website at https://www.washco.utah.gov/departments/commission/proposition-1-gas-tax/ . Study the proposal and get out and vote on Election Day. Your vote is important. Until next month stay safe Santa Clara.

OCTOBER SANTA CLARA PARKS DEPARTMENT NEWS
Please help Santa Clara rid our community of vandalism by reporting it promptly to Washington County Police Dispatch at 435-634-5730. Vandalism also includes graffiti which has increased significantly in our community. By promptly reporting graffiti to police, you can help the City Police catch the vandals. When you report the graffiti, the Police will investigate the incident and notify the Parks Department to promptly remove the damage to discourage further tagging. Working together we can wipe out graffiti in our community.
The City will be constructing a new Canyon View Park restroom facility this year through proceeds from the Recreation, Arts and Parks Tax (RAP) proceeds. The existing restrooms do not meet the standards for the Americans with Disabilities Act (ADA) that became law in 1990. The ADA is a civil rights law that prohibits discrimination against individuals with disabilities in all areas of public life, including jobs, schools, transportation, and all public and private places that are open to the general public. The existing restrooms are currently closed during winter due to no heating system. The new facility will be open year round.
Volunteers: On September 10th the Dixie State University Environmental Science Class of 40 students worked at the Arboretum to improve a 500’ section of trail from the Lava Cove Arboretum entrance to the Tuacahn Wash. If you would like to volunteer to improve our Desert arboretum please contact Brad Hays at bhays@sccity.org.
FALL BURN WINDOW
The Fall Burn Window opened September 15 and will remain open thru November 15, 2016. Before beginning any burning please call Burn Control at 435-627-4949 or go to the city website at www.sccity.org and find the link under the Fire Department. Fires must be attended to until they are completely extinguished. Make sure to have a hose or other fire extinguishing equipment at the burn site. All burning must be done during daylight hours. Please help keep burn season safe by calling Burn Control and getting permission to burn first. Thank You!

Preventing Cross Connections to the Public Water System
A cross connection is defined as any actual or potential connection between a potable water system and any other source or system through which it is possible to introduce into the public drinking water system any used water, industrial fluid, gas or substance other than the in-tended potable water. Cross connections and backflow incidences in the state of Utah have resulted in dangerous highly contaminated water unexpectedly entering public drinking water systems. Irrigation water, oil, toxic boiler compounds, sewage, pesticides and other extremely dangerous contaminants have found their way into Utah public drinking water systems due to cross connections.
With residential access to pressurized irrigation in the valley comes a risk of homeowners cross connecting the irrigation system with the culinary water system. If done improperly the result could contaminate the entire drinking water system. Please have an inspection done by the Santa Clara Field Canal Company before doing so.
Backflow prevention assemblies provide protection against contamination or pollution of the public drinking water system. A backflow incident can seriously affect the quality and safety of our drinking water system. Back-flow is the reverse flow of contaminated water or other substances from a water users system back into the public drinking water system. Backflow can occur if your plumbing system is physically connected to any source of contamination or pollution as simple as landscape sprinklers, hose attachments for utility sinks and garden hoses.

FLU SHOT CLINIC
The Southwest Utah Public Health Department will hold a Flu Shot Clinic in the Town Hall Banquet Room on Wednesday October 19, 2016 from 9:00-10:30 AM.
Flu shots are $20. Payment can be made by cash, check or credit card; or no charge with proof of the following insurances; Altius, DMBA, Adult Medicaid, Medicare, (some HMO’s), PEHP, SelectHealth, Tall Tree, and United Healthcare.
Wear a short-sleeved shirt to receive your vaccine more easily. You can visit swuhealth.org to download a vaccine consent form to fill out and bring to the clinic or we will have forms on hand at the clinic. OCTOBER STORM WATER WATCH
Sources of pollution to our storm water system include leaves, grass clippings, organic material, dirt and debris. Residents need to be aware that it is against the City Storm Water Ordinance [Chapter 13:24] to sweep or blow leaves, grass or grass clippings into the street, curb and gutter or sidewalk. Residents are also responsible to retain any dirt, top soil or rock etc. onto their property. The City is committed to protect our Storm water system. Please help us protect our storm water from pollutants by keeping yard debris cleaned up. Thanks to all of you who have been doing such a great job!

FALL CEMETERY CLEAN UP
Fall cleanup in the City Cemetery will begin Monday November 7, 2016—the first Monday in November. Please make sure all flowers, decorations, shepherds hooks and other items are removed from the cemetery before November 7th. Any remaining flowers and decorations will be removed and disposed of by City personnel, with the exception of fresh burials. Flowers and decorations can be returned to the cemetery Thursday November 10th in time for Veteran’s Day remembrances on November 11th.
Regular cemetery cleanups begin on the first Monday’s of February, May and November. Thank you for helping to keep the cemetery a beautiful place of refection and remembrance.

The new bicycle lanes and the trail are completed along Highway 91 from the Jacob Hamblin home to Ivins City. Residents can now safely walk, run, or bike along highway 91 in Santa Clara from St. George to Ivins City without walking on the shoulder of the road. The Parks Department would like to thank our Mayor, City Council, and Public Works Director, Jack Taylor, for making Highway 91 safer for everyone.
A new US Military Veteran’s Tribute will be constructed at the entrance to the Santa Clara Cemetery to honor Santa Clara’s veterans. The Tribute is currently under design and we hope to have the graphic rendering of the future memorial available for public viewing soon. The City Parks Department would like to thank the County residents for passing the RAP tax. The City will be using a portion of the tax to con-struct a much needed restroom facility this fall at Canyon View Park. The new heated restroom facility will be open year round for you convenience.
The splash pad at Gubler Park has 2 water features that are not currently working due to broken pipes under the concrete. The repair will re-quire removal of some of the concrete water feature pad so the City decided to keep the splash open and complete the repairs during the cool season when the water feature is closed. Sorry for the inconvenience.

Santa Clara City would like to thank the following young men for completing their Eagle Scout Projects. Preston Heaton painted the 600’ iron fence across from Jacob Hamblin Drive to improve the look of our City. Bridger Beuhner installed four benches at the new Gubler Park Pickle Ball courts. Albert Aguilar repaired the Jacob Hamblin Trail from Fort Clare to the Cemetery. Tyler Awerkamp constructed a paver stone pad at Little League Park between the North and South Fields. Spencer Nadauld installed a paver stone pad behind the South Field backstop near the third base dugout. Spencer’s and Tyler’s project at Little League Park will be enjoyed by families and baseball players for years. All these projects make Santa Clara a better place.
