Election Day is on November 5th and hopefully most of you have already mailed in your ballot. We are fortunate to have the choice of six highly qualified candidates for City Council, each of which I believe will do their best to represent the all of residents of the city, and to lead faithfully within the parameters established by Utah Code and City Ordinance. Sometimes it is painfully important to remember the second part of that statement. The City Council is not bound to follow the direction of the loudest voice in the room, or the voice with the most followers in carrying out their duties. They are however bound to lead within the rule of law established by State Code and Local Ordinance. We have been blessed with great City Councilmen and Councilwomen in the past and I look forward to working with the next generation of community leaders in the future.
The City Council is exploring changes to the monthly newsletter format from a paper copy delivered with the monthly utility bills to a digital format that would be emailed monthly to residents of the City. The digital format would allow the use of improved technology, color graphics and photographs to communicate with residents. It would also allow for more content and provide the opportunity to poll residents on important issues and questions facing the City in a timelier manner. A hard copy would still be available for residents upon their request but going digital could save the City thousands of dollars a year in postage costs and hopefully lead to improved two-way communication with residents. The City is reviewing options and should have additional information in the next few months.
Families and friends will soon gather throughout the City to celebrate Thanksgiving and offer thanks for the blessing and bounty we enjoy as citizens in this great land. Last Thanksgiving the Deseret News published a Proclamation of Thanksgiving offered by President George Washington in 1789. The words hit home with me and especially with the current direction of our federal government, I believe it is pertinent for all citizens to be reminded of our country’s first presidents’ words: “Whereas it is the duty of all nations to acknowledge the providence of Almighty God, to obey His will, to be grateful for His benefits, and humbly to implore His protection and favor; and Whereas both Houses of Congress have, by their joint committee, requested me to recommend to the people of the United States a day of public thanksgiving and prayer, to be observed by acknowledging with grateful hearts the many signal favors of Almighty God, especially by affording them an opportunity peaceably to establish a form of government for their safety and happiness.”
I’m especially thankful for our veterans and wish all of them a very happy Veterans Day. I would hope every resident would reach out and thank a veteran, not just on Veterans Day, but every day whenever you encounter them. I’m also thankful for those servicemen and women currently serving and pray they will be protected and blessed. I offer thanks and prayers for their families at home this holiday season as well. If you know of a military family, reach out and thank them. I know from personal experience being away from your loved ones stationed in harm’s way during the holiday season can be extremely stressful and hard. Let’s let those families know this community cares and supports them.
I’ve said it before, Santa Clara is a wonderful place to live and raise families, I’m grateful for everything the community has provided for my family. Great neighborhoods in a beautiful setting, wonderful friends, high quality schools, churches, parks, and a growing economic base. Thanks to everyone involved for your efforts and good work making Santa Clara a better place to live. I hope this community will always show our gratitude for what we have, and I continue to pray this nation will recognize the blessings this great country has received and thank our Heavenly Father for the opportunities granted us as Americans.

2019 General Election Tuesday November 5, 2019
Santa Clara City will hold a Municipal Election on Tuesday November 5, 2019 for the office of 3 City Council members (4-year term). There are 6 candidates on the ballot: Gary S. Allred, Ryan Graff Anderson, Logan Blake, Leina Mathis, Jarett Waite and Dennis (Denny) Drake.
Santa Clara is conducting Vote By Mail as the primary means of casting ballots. Make sure you sign your ballot envelope or it will not be counted—signatures must be verified. Only vote for 3 candidates, if you vote for more your ballot will be disqualified. Any ballots not mailed by the week of the election should be dropped off at the Drop Box location at the Santa Clara Branch Library. If you wish to vote in person the polling location for Districts 1, 2, 3, & 4 is the Santa Clara City Office located at 2603 Santa Clara Drive; polls will be open from 7:00am—8:00pm. CODE ENFORCEMENT COMPLAINTS, VIOLATIONS & CONTACT INFORMATION
Code Enforcement complaints can be filed either in person at the City Office or online on our City website. When doing so it would be helpful to provide the following information:
- Address of the violation
- A detailed description of the violation
- Your name and phone number (this information is kept strictly confidential and may be used to contact you for further information)
- If possible, a photograph (not required, but helpful)
An initial inspection will be conducted to determine if any code violations has occurred. If a violation is found, contact will be made by the Officer with the owner of the residence. This contact can be made a couple of different ways, either in person, or by mailing a notice of violation. Once the owner is given notice, he/she is afforded the opportunity to correct the violation within a certain number of days. If the violation continues, the owner may be subjected to a citation to appear before the Santa Clara Justice Court. Violations are usually classified as class “C” and “B” misdemeanors.
Common Code Violations Include:
- Overgrown weeds and lawn-cannot be greater than 18” (inches)
- Parking of inoperable vehicles not behind setback area
- Storage of rubbish, trash, and debris
- Farm animals
- Short-rentals in residential neighborhoods
- Beekeeping regulations-can be found on city web page

Parks Department November Update
Volunteers:
The Dixie State University Plant Kingdom Class volunteered at the Santa Clara Arboretum to clean up the east side of the park along Lava Cove Drive. Twenty students removed 3 large truck loads of debris. And if that wasn’t great, they also enhanced the trails throughout the park by trimming overhanging plants and painting benches. Thank you DSU!
Canyon View Park located at 1400 Canyon View Drive is Santa City’s oldest and most treasured Park. The 40 year old park has been enjoyed by generations and is need of updating. The City has been using the Recreation, Arts, and Parks (RAP) dollars and private donations to build new restrooms, a playground, and tennis courts and we have lots more to do. The City would like to hear from you to see what future improvements you would like in your park. Special thanks to the Kiwanis Club for their significant contribution for the tennis and pickleball courts improvements.
The Snow Canyon Little League ball fields at Canyon View Park will be getting a new ball field lighting system thanks to help from the Washington County Tourism Grant. The County is contributing $115,000 towards the $155,000 purchase of poles, lights, and materials. Our skilled Santa Clara Power Department will install the system saving us over $100,000 in installation fees. The new LED lights will reduce electrical usage by 60 percent and significantly reduce spill light and glare for improved dark sky.
FALL CEMETERY CLEAN UP
The City Cemetery Fall clean up will take place on Monday November 4—the first Monday of November. Please make sure all flowers and decorations are removed from the cemetery before Nov. 4th. Remaining items will be removed by city personnel with the exception of new burials. Flowers and decorations can be returned to the cemetery on Friday November 8th in time for Veteran’s Day remembrances on Nov. 11th. Regular cemetery clean ups take place on the first Monday of February, May and November. Thank you for helping to keep the Santa Clara City Cemetery a clean and beautiful place of remembrance and reflection.

BUSINESS LICENSE RENEWALS
2020 business license renewals will be sent out in December and will be due no later than Jan. 31, 2020. Please make sure your state registration and any state licenses are current and that you provide that information with your renewal. Daycare, preschools and commercial businesses must have their annual fire safety inspection done and provide verification of the inspection for business license renewal. SANTA CLARA TOWN CHRISTMAS EVE PROGRAM
The Annual Santa Clara Christmas Eve Program will be held Tuesday, December 24th at 6:00 p.m. at the Santa Clara Stake Center. The program will last about 30 minutes. It involves children from ages 3-12.

This program began when Santa Clara was first settled and was under the direction of the Ward. When the 1st Ward split and there were two wards in Santa Clara it became a Community Event. It is a wonderful Town Tradition that has been carried on for over 150 years. Please join us for a VERY special way to start off your Christmas Eve.
FALL BURN SEASON OPEN THROUGH NOVEMBER 15TH
Obtain a residential burn permit by going on line and filling out a short burn permit request at thttps://washingtoncity.org/burn/permits.php. You may also call Fire Dispatch at 435-627-4949. You must have a burn permit every day you plan to burn.
Burning must take place during daylight hours; burn in small piles and have a water source nearby for extinguishing. You can burn weeds, leaves, limbs & other dried vegetation—no burning construction materials & trash.

DOG LICENSES: 2020 Dog Licenses will be available at the Santa Clara Town Hall Office in November. Please provide a copy of your dogs rabies certificate to show proof of current rabies vaccination at the time of licensing. License fees are as follows:
1st dog Fixed: $10.00 Not Fixed: $20.00
2nd dog Fixed: $12.00 Not Fixed: $22.00
Please remember City Ordinance requires that you license your dogs annually. The city dog license tag and rabies vaccination tag should be on your dogs collar on your dog. If your dog is found at large the city tag makes it easy to identify the owner and get your pet back to you.

The quotes above summarize the wonderful conversations we had with animal lovers from all over during INKAS October fundraisers (our table at the Kayenta Art Festival and our annual yard sale).
We so enjoyed hearing the stories of love for those animals that have been rescued and are living happy and healthy lives in their forever homes. Many of the animals in these stories came from the Ivins Animal Shelter, PAWS and RSQ DOGS. Now because of the success of our fundraisers INKAS continues to be a strong and viable resource to the Ivins Animal Shelter, PAWS, RSQ DOGS and other local non-profit animal rescue organizations.
Many, many thanks to “rescue parents” and to our active supporters. Together we can make great strides in ending pet homelessness.
INKAS next event is on November 2nd when we will be hosting our low-cost microchipping clinic at the Ivins Animal Shelter from 10 – 2. Micro-chipping is the most effective means of having your cat or dog returned to you should it become lost.
