The City Council is starting the process of preparing the 2019-20 Budget. This is an important pro-cess to identify the needs of the community and prioritize projected tax revenues. One such need is the new Chapel Street Bridge. The project bid on February 22nd and construction will begin soon to connect Chapel Street in the downtown to the South Hills. The City is planning to fund construction of the new bridge using a combination of new growth impact fees and developer contributions. There is a color rendering of the bridge project at Town Hall for residents to see. Thanks again to the citizen committee who worked with the bridge design consultant, Bowen Collins Associates. It will be a great addition to the downtown area.
Revenues from sales tax distributions to the City have increased nearly 10% over the last year and room tax is up 86% for the same period last year. Nearly 40% of these taxes are paid by non-residents visiting the City. These positive increases help the City provide important public services to residents like expanded police and fire protection, without raising local property taxes. The new playground at Canyon View Park held a Grand Opening Celebration on February 13th providing a much-improved experience for youngsters visiting the park. The playground was funded using City RAP tax revenues (Recreation, Arts & Parks). Remember to support our local businesses whenever you can.
Building permit activity is down from last year, but building is still brisk in the area north of Harmons. Construction work on the new Ocotillo Springs and Arcadia Resort developments located on North Town Road continues. The Annual Parade of Homes featured a unit at Arcadia this year, hopefully you took advantage of the opportunity to walk through the home and see the pretty awesome water feature in the development. Work on the Rhone Subdivision in the downtown is also moving along providing large single family lots in the Santa Clara Valley. The community continues to grow at a manageable pace bringing new opportunities for families and local businesses.
The spring special events are in full swing. The True Grit Mountain Bike Endurance race is on Sat-urday, March 7th with mountain bikers competing in a grueling 100-mile race in the South Hills. The Red Mountain Run will take place on March 2nd in the Santa Clara River Reserve, along Gates Lane and spilling into Ivins. A new event, Shakespeare in the Park will kick off April 12th-15th in downtown Santa Clara. This promises to be an exciting and unique event for our community and will be held on the grass park across the street from Town Hall. Baseball tournaments will continue at Gubler Park and Little League tryouts get underway soon. Get outside this spring and enjoy the season.
Lastly, I want to give a special shout out to Representative Lowry Snow for his service and repre-sentation at the State Legislature. He does a great job serving our community and other citizens of the State. The job requires spending many days away from family and countless hours in committee meetings, studying proposed legislation, listening to the debate and considering the impacts on those he represents. 2019 Municipal Election – VOTE BY MAIL INFORMATION
In the Santa Clara City Council Meeting of February 13, 2019, a Resolution was approved by City Council for Santa Clara City to switch to a Vote by Mail method as the primary means of casting ballots in future elections beginning with the November 2019 election.
This will increase voter participation with the convenience of Vote by Mail.
The ballots are mailed to the homes of registered voters, this relieves the stress of get-ting to a polling/voting location.

SPRING BURN WINDOW
The 2019 Spring Burn Window is open March1-May 30. Always call Burn Control at 627-4949 the day you plan to burn. There is a Burn Control link on the city website at www.sccity.org. Click on the Public Safety drop down bar and select Fire Dept. and then Burn Window, you will then see a link for a Burn Per-mit. Burn days depend on weather conditions & clearing index. Fires must be attended to until completely extinguished. Make sure you have a hose or other extinguishing equipment at the burn site. Burning only allowed during daylight hours.
2019-2020 KINDERGARTEN REGISTRATION
Santa Clara and Arrowhead Elementary Schools will be holding Kindergarten Registration on Wednesday March 27 and Wednesday April 3, 2019 from 9:00-11:00am and 1:00-3:00pm both days. You will need to bring your child’s birth certificate and immunization records. For more information contact Santa Clara Elementary at 628-2624 and Arrowhead Elementary at 674-2027. Santa Clara Elementary will be accepting applications for the 1st grade Chinese Dual Immersion Program for the 2019-2020 school year-call 628-2624 to learn more about the program.

Washington County Solid Waste will hold a Household Hazardous Waste Collection Day on Saturday March 23, 2019 from 8:00 am-1:00 pm at the Washington County Landfill (330 N. Landfill Rd) to help with disposal of your household hazardous waste materials. Cost is free for county residents bringing materials from their home. There is a charge for tires and commercial waste. Accepted materials include: aerosol cans, fluorescent light bulbs, fuel, herbicides, oil, paint & paint supplies, pesticides, propane, car batteries and rechargeable batteries. Protect your home and storm drains by safely disposing of hazardous waste products on this special collection day.
Crack Sealing City Streets
The Public Works Department will continue crack sealing city streets for the next few months. To be effective, it is necessary to blow debris from the street before the crack sealing process is started. At the end of each work day the crew will come back and clean the debris away from sidewalks and driveways. If you see Public Services doing sealing on your street please move your vehicles off the street to help expedite the crack sealing work. March Parks Dept Update
Please set aside April 13th for Santa Clara City Arbor Day to be held at Canyon View Park at 1400 Santa Clara Drive. Let’s get together to enjoy a day of family fun at our oldest and most beautiful City Park. This year’s tree planting project will restore the Boy Scout Fire Pit by planting new trees around the benches that surround the fire-place. We will have fun while enjoying refreshments, playing games, flying kites, winning prizes and most importantly – planting trees.
The City is considering “MOVIES in our PARK” starting in the fall of 2019. Last Year we partnered with Presidio Real Estate and borrowed movie equip-ment from Hurricane City. The Parks Department would like to buy our own equipment and purchase the movie rights. This would allow the City to host movies in your neighborhood at Black Rock, Canyon View, A. H. Gubler, and the upcoming Swiss Pioneer Memorial Parks. If you support movies in the park or would like to be a sponsor, please email Brad Hays bhays@sccity.org.
Our next improvement project using RAP taxes will be renovating the old tennis courts at Canyon View Park. We are considering options such as pickleball, basketball, roller hockey, volleyball, and tennis or a combination of several options to make these old courts more beneficial to the community. For example, we could covert one tennis court into 4 pickle-ball courts and leave the second court for tennis and volleyball. Little League season is just around the corner for Santa Clara. Please set a great example for our youth by keeping our parks clean during the games by putting trash in receptacles. Pets are not allowed on sports fields and always keep your pet on a leash when visiting Santa Clara’s Parks. Thank you for your support.
March Clean Up Dumpsters
March clean up dumpsters will be available March 15 & 16, 2019. There will be 3 dumpsters at the Little League Parking Lot and one at Town Hall. As always, we request that you do not leave trash on the ground before the dumpsters arrive or after they are removed. These dumpsters are not for disposal of paint, batteries, tires, appliances, furniture, hazardous waste items such as pesticides or other chemicals, and not for construction site waste. Santa Clara City dog licenses were due for renewal by Feb 28th. If you have not renewed your dog’s city license for 2019 please stop by the Town Hall office to do so. You will need to make sure you bring proof of your dog’s current rabies vaccination from your veterinarian’s office. Late fees are applicable for licensing after Feb 28th so be sure to renew your dog’s city license as soon as possible! If you have recently moved into Santa Clara and are a pet owner please stop by the Town Hall office to license your dogs. The annual license fee is $10 if your dog is spayed or neutered and $20 if not fixed. Santa Clara City Ordinance allows a maxi-mum of 4 dogs per household and does not allow for a kennel license.
