JULY 2018 MAYOR’S MESSAGE

The Washington County Water Conservancy recently reported area residents decreased water use by more than 1 billion gallons between 2010 and 2015, despite being one of the fastest growing communities in the nation. Water conservation is an essential part of our water supply plan for Southern Utah. In a year like this, with our sole source of water, the Virgin River basin, flowing at only 20 percent of normal, it’s essential we use water as efficiently as possible. The District and its municipal partners, including Santa Clara City, have invested more than $60 million in water system infrastructure improvements, rebate programs and other con-servation efforts. Thanks to all residents for their efforts to conserve our most valuable resource, but there is more we can do. Let’s all set a goal to do more to conserve water and encourage your friends and neighbors to do the same. For more information and water conservation tips visit wcwcd.org.

The City Council was invited recently to meet with the Washington County School Board to discuss education challenges, needs, anticipated growth and problems facing the school district and the city. Student counts in our area elementary schools are holding steady so Santa Clara does not need additional schools right now, but the district is faced with increasing building maintenance costs for our existing schools. A new school bond is being proposed to fund the required maintenance and upgrades to the schools serving our community. If our children’s education is important, then we need to support the school district when asked to.

The increasing lack of affordable housing for teachers and school district staff was also discussed. Despite recent increases in teacher salaries, housing costs in Washington County have outpaced teacher income. This is also a problem for city employees as well including new police officers, fire department, public works and parks employees. It’s not an easy problem to solve given the limited developable properties and the high demand for land; increased construction material costs and the shortage of qualified labor force in the construction trades. This issue is anticipated to continue moving forward, I hope the public and private sectors will work together to address it and soon.

The City Council approved the FY 2018-19 Budget at their last meeting. The new budget projects residential growth to continue next year, projecting for 110 new building permits (143 have been issued to date this year). The total General Fund Budget is over $5.7 million, compared to slightly over $4.7 million in 2017-18, the largest increase resulting from the merger of the Fire Department with Ivins. The budget projects a slight increase to the reserve funds within allowable limits imposed by the state, meeting a goal the City Council set following the last recession. Copies of the approved budget are available from Town Hall upon request.

If you haven’t noticed its hot and extremely dry outside, summertime has truly arrived in Utah’s Dixie. The area vegetation is extremely dry and fire restrictions are in place. This includes restrictions on fireworks within the city. No fireworks are permitted in the undeveloped areas of the city including the lava fields, washes, farms, vacant lots and river floodplain areas. A map showing the Fire Restriction Zones is available on the city website at sccity.org under the Public Safety/Fire Department tab. Please be very cautious with fireworks on the Fourth of July and 24th of July Holidays. No one wants to see our neighborhoods and homes damaged by wildfire.

JULY PARKS DEPARTMENT UPDATE

The Parks Department would like to thank the City’s very talented Public Works Department for the quality projects they have completed for the Parks Department and City. They save the City thousands of dollars in construction costs when they are not repairing roads, fixing water breaks, and the many other services they provide. In late May, the crew built the concrete base for new Santa Clara City entrance sign on Pioneer Parkway.

In June at the Rachel Drive Fire Station, Public Works removed an old block wall behind the Fire Station then constructed a new 160’ long by 6’ tall cinder block wall between the Rachel Drive Fire Station and the Gubler Park playground. The wall increases the Rachel Drive Fire Station training area and provides a border for upcoming Gubler Park improvements next to the playground. Thank you Public Works.

June Updates

WCWCD FREE WATER CHECKS

Free water system checks will be available by the Washington County Water Conservancy District between May 15-Sep 30. The water check gives you a customized irrigation schedule, identifies your soil type, and suggests ways to efficiently water your landscape. The pro-gram helps you to have an attractive landscape while saving water, that’s good for our water supply and your water bill! To request a free water check please call 673-3617. 2019 OPERATING BUDGET

The 2019 Fiscal Year Operating Budget was adopted on June 20, 2018. The budget was adopted without a city increase to property taxes.

BACKYARD & POOL SAFETY REMINDER

The building department would like to remind residents of the importance of backyard and pool safety. Make sure gates in the barrier fence around your pool are self-closing, self-latching and not accessible to small children. Other gates should be padlocked. In-stall a pool alarm, and an approved safety cover on pools, spas, or hot tubs. Check for warning signs of an unsafe deck and make sure repairs are made.

Barbeque grills should be away from siding, deck railings and out from under eaves and overhanging branches. Do not use grills in a garage, porch or enclosed area. Keep children away from grills when in use and never leave the grill unattended.

Contact the building department for more detailed summer safety tips regarding backyard and pool safety. Have a fun and safe summer!

H.E.A.T PROGRAM

The Home Energy Assistance Target Program accepts applications to assist eligible households in need of help paying their home heating bills. This federally funded program is administered by the State of Utah. Payment amounts are based on income, energy use, and at-risk groups in the house-hold. Residents who wish to apply for assistance should call 435-652-9643 to schedule an appointment. The H.E.A.T. office is located at 168 N. 100 E. Ste. 255, St. George, UT 84770.

NEW BUSINESSES OPEN IN SANTA CLARA

As always, we hope all of our residents will remember to support our local businesses and get to know the great selection of goods and services they offer.
Mountain America Credit Union’s Santa Clara Branch opened June 25th and is located at 3582 Pioneer Park-way near Harmons. The credit union is open Monday-Friday from 9:00 am—6:00 pm. They will have a special Ribbon Cutting Ceremony on Friday July 13th at 11:00 am and the public is invited to attend. Refreshments will be served!

Also, Lamy’s Mexican Grill opened in June and is located at 2235 Santa Clara Drive (SW corner of Santa Clara Drive and Lava Flow Drive). Lamy’s is open Mon-day—Saturday from 7:00 am—10:00 pm, serving break-fast, lunch and dinner. They specialize in healthy Mexican cuisine, yummy food that is also good for you!
We invite you to support these new businesses as well as all Santa Clara businesses. Our local merchants provide us a great variety of shopping, dining and services right in our own home town; let’s help them thrive!

Fireworks in Santa Clara for Summer 2018

For many in Utah, the use of fireworks has become a tradition. The beautifully colored sparks fly though the air with thunderous reports. As exciting as this may seem, people are playing with explosive materials, dangerous chemicals and combustibles that can start fires, harm or cause death to unsuspecting victims. These deceptively simple objects explode, throwing 1,200 degrees Fahrenheit sparks through the air.

Utah changed its firework laws (HB38) for 2018. Under the new law, fireworks are only allowed to be set off from July 2-5 and from July 22-25. Fireworks may be discharged between the hours of 11am—11pm, except on July 4 and 24 the hours are extended to midnight. Cities and land managing agencies can also restrict areas where fireworks can be set off and restrict their use. Please watch for and abide by any special fireworks restrictions that may be put in place due to dry, dangerous conditions.

IS YOUR HOME READY FOR A WILDFIRE?

A hot and dry summer with less than average precipitation and low snow packs have created another season of high wildfire danger. Homeowners living in or on the edge of wildlands and open spaces need to prepare their homes before a wildfire arrives. Below are some steps to increase the chances of your home surviving a wildfire. Maintain defensible space around your home.

-Within 5 feet of your home install concrete or pebble walkways and keep plants spaced and small sized. Remove all dead grass and shrubs.

-Within 30 feet of your home trim trees to a minimum of 10 feet from the structure. Create islands of vegetation with a 10-foot spacing between islands.

Keep vegetation irrigated. Remove all dead trees, shrubs, and grasses. Trim annual grasses at 4 inches or less. Moreover, re-move ladder fuels (lower branches) from trees and vegetation to keep the fire from climbing into trees and then onto your home.

Keep road access open to allow firefighting vehicles in and out.

Firefighters and their equipment need access to your property. If you live off street, make your driveway wide enough and allow for firefighting vehi-cles enough space to turn around.

Firefighters need to be able to locate you. Post your address on your house. Also put your address on your driveway entrance as well.

Clean gutters and roofs of any debris to stop embers from spreading fire onto your home.

Screen off crawl spaces, attics, and decks to keep them free of debris as well as any flying embers.

Do NOT store combustibles under your deck or near your home!

If you have outbuildings, make sure they have plenty of defensible space around the building also.

SANTA CLARA SWISS DAYS SEP 20-22, 2018: CELEBRATING TRADITIONS

Be sure to save the dates for Santa Clara Swiss Days September 20-22. This year’s theme is “Celebrating Traditions”. Come help us celebrate Santa Clara’s rich traditions both old and new alike. You can share your family traditions by participating in the displays to be set up in the Town Hall Banquet Room. We encourage you to gather photo’s, memento’s and whatever items you have that represent the traditions that are special to your family and how you celebrate those traditions. The month of July is filled with recognition and celebration. On the 4th-of-July along with grand displays of red, white and blue, fireworks can be a part of the festivities. In Utah residents also celebrate with fireworks on Pioneer Day, July 24th. This brings concern to many pet owners.
