AUGUST 2019 MAYOR’S MESSAGE

Santa Clara City relies heavily on the efforts of citizen volunteers to improve the quality of life experience within the community. The City leans on volunteers to accomplish many of the successful events and activities with the community including the annual Swiss Days celebration, the Little League baseball & softball programs, City Planning Commission, Heritage and Economic Development Committees, and especially those serving on the volunteer fire department. Every citizen of Santa Clara benefits greatly by the efforts of our volunteers. I would like to take a minute and thank everyone who volunteers their time and resources to keep this community a truly great place to live and raise families. After a long stint as chairman, Curtis Jensen has “formally retired” from the Planning Commission. His dry wit and ability to resolve difficult land use issues will be greatly missed. Curtis is a great friend and I want to thank him personally for his many years of service. Speaking of Little League, congratulations to the under 14-year-old boys and under 11-year old boys Snow Canyon Little League All-Star Baseball Teams who won their respective State Championship Tournaments held in Cedar City last month. The Little League Baseball and Softball programs have a long and successful history of providing competitive sports and leadership opportunities for Santa Clara youth. These teams represent our community very well and I wish them good luck going forward. Thanks to their parents, coaches, fans and financial supporters as well. We’ll see you young men in the Swiss Days Parade. There are nine individuals running for three City Council seats in this month’s primary election. That’s the most in a recent election and should make for an exciting time. They include incumbent city councilman Jarret Waite, past mayor Denny Drake, past Planning Commission member Todd Jacobsen, Planning Commission member Leina Mathis, and local political newcomers Logan Blake, Matt Wilber, Craig Harter, Ryan Anderson and Gary Allred. Members of the City Council spend many hours studying the proposed ordinances and resolutions, reviewing applications for new land development and commercial opportunities in the City, meeting with the staff to develop the annual budget, and attend training to learn the state statutes regulating what Cities can and can’t do. It takes dedication and the willingness to listen to all voices then determine what’s best for the City as a whole and not necessarily conceding to the clamor from the audience to be a good City Council member. Good luck to all of these individuals who have accepted the challenge to serve their community. The City Council recently approved a new policy to address problems with unimproved public streets in the City primarily located in the valley. These streets require more annual maintenance funds because they have never been improved to minimum City Standards regarding pavement width, curb & gutter, sidewalk, storm drains and safe shoulders. These streets were in service prior to the City Ordinance requiring streets to be improved to minimum standards as is done with new subdivision development today. Residents who live on these streets have requested the City Council fund improvements to these streets for many years but there has been difficulty determining what the overall residents of the City should pay versus how much the adjacent property owner should pay. The new policy defines what the City will pay for and what the expectations are from the adjacent property owners. SANTA CLARA SWISS DAYS COMMUNITY DINNER SEPT. 26

The Swiss Days Community Dinner will be held Thursday September 26 from 5—7 p.m. on the East lawn at Town Hall. Dinner will include grilled hamburgers, hotdogs and sides including baked beans, salad, chips and dessert. Dinner tickets are $6 and available at the City Office in advance or can be purchased at the dinner. Music will be provided by Casey Lofthouse and his band so be sure to come enjoy a fun evening with family, friends, yummy food and great entertainment! The Opening Ceremony under the big tent will include Flag Ceremony, and introductions of the Grand Marshal, Volunteer of the Year, and our Santa Clara Royalty. Museum will be open and Historical Society Silent Auction in the Banquet Room.

SWISS DAYS FRIDAY NIGHT CONCERT FEATURING “CRAZY COYOTE”

The Swiss Days Friday Night concert is September 27th and this year will feature Utah country band “Crazy Coyote”. The concert will be under the big
tent on the east lawn and starts at 8:00pm. Crazy Coyote is an energetic, versatile country band that specializes in dance music. They perform all over for city events, festivals, corporate conventions, and other private events. Band leader Larry Green is the professor of guitar at BYU and is one of the most experienced performers & educators in the state. The band is fronted by popular vocalists Julia Wilson & Travis VanHoff (from popular local band VanLady Love). Boasting a large song list and extreme versatility, get ready to dance with Crazy Coyote”. Join us for this special Swiss Days concert on September

PRIMARY ELECTION

Santa Clara City will hold a Primary Election on Tuesday August 13, 2019 for the office of 3-City Council positions (4-year term). There are 9 individuals
that have met the qualifications to be candidates for the city council seats so there must be a Primary Election to narrow the field down to 6 candidates
for the General Election on November 5. Please see the enclosed Election Notice flyer with the candidate names and voting information. This election will be

SHORT TERM RESIDENTIAL RENTAL PROPERTIES

Recently, the City has seen an increase of complaints from our citizens concerning Short-Term Rentals within several areas of our community. As a home owner this type of activity can be very disturbing to you and your neighborhood. With increase traffic, parking issues, noise violations, and the influx of different people coming and going.

Most people purchase a home knowing there will be some consistency to their neighbors on all sides. Therefore, the City adopted an ordinance on restricting Short-Term rentals to designated Planed Development areas only. Currently the planned development areas that allow Short-Term Rentals are as follows; Paradise Village at Zion, Arcadia Vacation Resort, Ocotillo Springs, and Lava Falls Entrada. With the purchase of a home in one of the planned development areas it is known from the start and agreed upon.

Several of our residents had no idea that Short-Term Rental is against City Ordinance outside of Planned Development areas. The Santa Clara City Ordinance states as follows:

17.20.260: SHORT TERM RESIDENTIAL PROPERTIES:

A. Definitions: As used in this chapter:
SELF-CONTAINED: A project where no public streets provide access to individual units that are no part of the project.
SHORT TERM RESIDENTIAL PROPERTY: Property which is used by any person or entity for hostel, hotel, inn, lodging, motel, resort, or other transient lodging uses where the term of occupancy, possession, or tenancy of the property by the person is for twenty nine (29) consecutive calendar days or less, for direct or indirect remuneration. For this section, “remuneration” means compensation, money, rent, or other consideration including free gratis, given for occupancy, possession or use of real property.

B. Requirement: Short term residential properties are prohibited in all zones within the city of Santa Clara except where allowed by conditional use permit in the planned development residential district or historic district/mixed use zone. (Refer to each district or zone for specific conditions for use.) (Ord. 2015-03: Ord. 2013-16)

Back to School Safety

The 2019-2020 school year begins on August 12th. This is a time for us all to be extra vigilant as our kids will be walking to and from school or waiting at bus stops—we need to drive safely and obey legal speed limits, especially within the school zones. Fines are higher for speeding in school zones and our children’s safety should always
comes first. Also, there is no parking within 20’ of crosswalks and intersections. Please be aware of and abide by the direction of crossing guards as they help our children cross roadways safely. Let’s all be sure to slow down, watch more closely for children going to and from school, and obey school zone traffic laws. Please help make this a safe school year for all our children!

WCWCD FREE WATER SYSTEM CHECKS

Free water system checks are available by the Washington County Water Conservancy District between May 15-Sep 30. The water check gives you a customized irrigation schedule, identifies your soil type, and suggests ways to efficiently water your landscape often resulting in an average 30 percent water savings; have an attractive landscape while conserving water. H.E.A.T. PROGRAM

The Home Energy Assistance Target Program accepts applications to assist eligible households in need of help paying their home heating bills. This federally funded program is administered by the State of Utah. Payment amounts are based on income, energy use, and at-risk groups in the household. Residents who wish to apply for assistance should call 435-652-9643 to schedule an appointment. H.E.A.T. office new location: 1664 S Dixie Dr. Unit L-104 St. Geo. UT 84770, in Dixie Commons.
