Message from Mayor Rosenberg

Congratulations to the 12 year old Snow Canyon Little League All-Star Baseball and Softball Teams who won their State Championship Tournaments held in Cedar City and now travel to San Bernardino for the Western Regional Tournament. The Little League Baseball and Softball programs have a long and successful history of providing competitive sports and leadership opportunities for Santa Clara youth. These teams represent our community very well and I wish them the best going forward. Thanks to their parents, coaches, fans and financial supporters as well.

The City Planning Commission will be hosting a series of general plan workshops in the next few months to discuss future land use in the South Hills and the downtown. The initial meeting will be with local BLM Land Managers to review the BLM master plan for the South Hills including planned roads and trails accessing the area. These meetings provide an important opportunity for residents of the City to learn about the land planning process and future public hearings will be scheduled to receive public comment on how these areas will be developed in the future. The Planning Commission meets at 6:00 pm on the second Tuesday of each month. Meeting agendas can be accessed online at sccity.org.
In mid-July, the City received the final approval from FEMA for a Pre-disaster Mitigation Grant to help fund the purchase of several distressed properties and further stabilize the Truman Drive Land-slide area. The process to purchase extremely high risk properties and complete additional geotechnical engineering testing and mapping of ground water contributing to the landslide has commenced. The project will involve removing several homes and overburden soil weight from the top of the slide area, and constructing a buttress near the toe of slide to reduce the risk to the remaining properties. Groundwater drains are also anticipated to remove excess water from the underlying clay soils in the area. The City has arranged for a low interest loan from the Community Impact Board to help fund the local match portion of the federal grant. Demolition work could begin as early as this fall.

In case you were curious: The City issued 85 new home building permits from July 1, 2015 to June 30, 2016 primarily south of the river and in the northern part of the Heights. The Fire Department has responded to 164 calls this year including three structure fires. Providing critical municipal services for residents keeps the City staff busy and they do a great job with limited budgets and resources. I appreciate the staff and their efforts.

Remember to shop locally whenever you have the choice. Supporting local merchants helps fund local needs within the City. Have a great August and stay safe Santa Clara.

Swiss Days is Sept. 22-24 and we hope all our residents will plan to participate by either attending, volunteering or taking part in a specific event.

Event forms and applications are available on the city website at www.sccity.org or at the Town Hall office including Arts, Crafts and Food Vendor Application, Parade Application, 5K Fun Run Application, Swiss Miss/Mister registration, Pie Baking Contest entry, and Sponsorship opportunities.

Cut out cows are available for purchase and a fun way to represent your family or business during September. Join the herd this year!

August Storm Water Watch

LAWN CARE AND GARDENING
What does lawn care and gardening have to do with Storm water?
Lawn care and gardening practices of local home and business owners are one of the most influential factors of Storm Water quality. From the types of plants used, irrigation water, pesticides/herbicides applied and fertilizing. The disposal of wastes from lawns and landscapes also has the potential to affect the quality of Storm Water.

What Can I Do To Help Protect Water Quality?
Selecting native and adaptive plants is preferable. Exotic plant species typically have greater nutrient and/or water requirements.
Over-fertilizing, is a serious concern for water quality. When too much fertilizer is applied to a lawn or landscape, much of that fertilizer leaves the area where it was applied and enters our local waterways. This can cause harmful algal blooms, affecting the quality of our water and the ability of the waterways to support aquatic life. We do have endangered species in our rivers.

Pesticides and herbicides contain phosphates and nitrates and are perhaps one of the most important aspects of lawn care and gardening that can impact water quality. The biggest problem associated with these products is that they cannot be confined to their application area, and are often transported into local waterways. Grass clippings, leaves, and other organic matter from the maintenance of lawns and landscapes should never be dumped, placed, or blown down storm drains. These items can have the same effect on water quality as fertilizers. The best solution is to compost these items. Allowing grass clippings to stay in place on lawns is also a good solution. Bagging the items for disposal in landfills is better than placing them in the storm drain system, but creates other problems. WCSW will accept lawn clippings and yard trimmings without charge for residents at the County Landfill or Reuse Center at 575 Brigham Rd. in St. George.

Animal Control Reminder

Animal control would like residents to remember the city ordinance states it is unlawful for the owner or custodian of any animal to allow such animal to run at large. This means we should not let our pets, most often our dogs, run at large. If you are walking your dog it should be on a leash. The owner or person charged with responsibility of an animal at large shall be liable for violation of the ordinance. For more information about the Animal Ordinance please see the City website at www.sccity.org, then go to the Government drop down bar and then Municipal Codes and Ordinances. Look for Title 6-Animals. The section dealing with animals at large is 6.05.020. Your dogs should also be licensed annually with the city and be current on their rabies vaccination. Animal Control appreciates your help in being responsible for your pet, respecting others rights and taking care of your pet.

WCWCD Free Water Checks

Free water system checks are available by the Washington County Water Conservancy District. The program runs between May 15—Sep 30th. The water check gives you a customized irrigation schedule, identifies your soil type, and suggests ways to efficiently water your landscape. The program helps you to have an attractive landscape while saving water, which is good for our water supply and for your water bill! To request a free water check call 673-3617. Days of 47 Dixie Celebration

Days of 47 Dixie organizers cordially invites any and all to join in their expanded celebration on Saturday, July 23rd, 2016 at the Washington City Veteran’s and Nisson parks.

The Days of Dixie 47 special event this year is the Osmond Family program. It will be free to the public, held on Friday and Saturday nights, July 22nd and July 23rd. For details check the event website at Daysof47dixie.org.

Back To School Safety

The 2016-2017 school year begins in early August which means we all need to mindful of school children walking to school and bus stops. Please drive safely and obey legal limits of travel within school zones throughout the city. Fines are higher for speeding in school zones and children’s safety is of the utmost importance. Also, there is no parking within 20’ of crosswalks and intersections. Please be aware and abide by the direction of the school crossing guards as they help children cross roadways safely.

As the school year begins, let’s all slow down, watch more closely for children going to and from school, and obey school zone traffic laws. We can all help the school year get off to a safe start!

Parks Update

The City of Santa Clara wishes to thank the Dixie State University Biology Classes for their hard work in the City’s Arboretum. The classes repaired the Tuacahn Wash wooden bridge by placing lava stone gravel at the bridges approaches making the area safe for visitors. In addition, the classes built a new 150’ bypass trail where the previous trail had been washed out from floods. Students also tested and repaired irrigation systems and planted new plants on the Cactus Garden trail. Thank you for your service.

The Gubler Park expansion located west of the Lava Ridge Intermediate school is near completion. The 6 pickleball courts are open to the public every day from sunrise to 11 PM. The restrooms are waiting for a few final touches but will be open very soon. We will complete the additional landscape around the perimeter and courts this summer. The new addition can be accessed from the unpaved Jacob Drive entrance to Gubler Park and parking is located on the south side of the wash. Patrons may also park in the Paradise Village at Zions RV parking lot that can be accessed through Old North Town Road.

Shop Locally! August Business Spotlight- Freis Fruit Market

Frei’s Fruit Market has been a special part of Santa Clara’s local economy for more than 60 years. Landon and Wanda Frei opened the fruit stand all those years ago and it is still family owned and operated by Vicki Lasswell and Bryce Frei. It is one of the few fruit stands still operating weekly in the state of Utah. If you are new to Santa Clara and have not visited Frei’s Fruit Market yet, it is must do. Once you visit the market you will want to come back often. The market is located at 2895 Santa Clara Drive and is open Monday— Saturday from 9:00 am—6:00 pm, including holidays until the first week of November. Come and enjoy farm fresh Green River melons, Colorado corn, peaches, tomatoes, homemade jams, salsas, local honey and much more! The post flood years have been a tremendous experience for us at Dutchman’s & Cravings. Who knew, that with the help of our fabulous, service minded community the store would not only be up and running again but it would be better than ever. People from all over the country now stop by our place in search of the original pink sugar cookie they have heard so much about. They leave the store with dozens of frozen cookies hoping they will make the long journey home. This little pink cookie has been on TV, newspapers and written about in multiple blogs and publications. Our fantastic bakers take great pride in making all of our yummy cookies.

We haven’t forgotten why 29 years later this little business of ours is still around. We are so grateful to have some of the best and most loyal customers we could ever imagine. FRIENDS OF IVINS ANIMAL SHELTER; LINDA ELWELL, PRESIDENT
Many exciting things are happening for FIAS along with having a full shelter. An established fundraising golf tournament has offered to help FIAS support the homeless pets. Would you “GOLF FOR THE HOMELESS PETS” or financially support the tournament? We would like to hear from you as the Board considers branching out into a new type of fundraiser. The event would probably have a Meet & Greet with our celebrity guests Friday evening before the tournament and the date would probably be the first weekend in June 2017. The Meet & Greet would be open to the public with a purchased ticket. Please use the contact information below to give us your opinion. We are looking forward to hearing from you.

Our needs are the same for the “Wish for the Month”. Due to the large number of cats and kittens currently in the shelter we need Purina Cat Chow, Kitten Chow and scoopable litter. You can donate supplies to FIAS through AmazonSmile and have them delivered directly to the shelter. The FIAS Smile information is below. We appreciate your support of this valuable program.

The “WE NEED A FOREVER HOME” August Adoption Promotion will feature dogs and cats that have been in the shelter a long time. Their adoption fees will be waived. Please consider opening your heart and home to these deserving homeless pets.

The annual “Pound Puppy & Kitty Gala” date is tentatively November 4th or 12th. Many of you mentioned you missed the gala last year. We are sorry but we could not make schedules work last year. We are looking forward to a 10th anniversary celebration this year. If you would like to assist us with planning, auction items or other planning needs we would welcome your help!

It doesn’t seem possible FIAS is also celebrating four years working with Santa Clara. Of course our relationship is much longer but it has been four years since the Memorandum of Understanding was signed to move “No Kill” forward. FIAS appreciates the working relationship we have with City Officials and the residents of Santa Clara. Please remember we are here for you to assist with any animal problem or question you may have. Thank you Mayor, City Council, City Manager, City Attorney and Residents for caring! FIAS enjoys working with you.

We are still in the very hot part of summer. Please remember to keep your pets cool and do not leave them outside or in locked cars. If they are left outdoors for short periods of time remember to make sure they have a cool place to lay, shade and ample fresh water. We want everyone to have a safe and happy summer.

Miss Rusty

Miss Rusty and Rennie came to the shelter together; now she is alone waiting to find a new forever home. She is approximately 2 years old and weighs 50 pounds. Miss Rusty is a good girl and deserves a second chance at a happily ever after tale of love and happiness. Please do not judge her on her breed. Miss Rusty would love a home with an active family. She is an indoor dog but she would like a home with a fenced yard so she can enjoy the outdoors and also be safe. Freckles

Freckles is a handsome orange Tabby, approximately 4 years old and weighs 7 pounds. Freckles has a sweet personality and enjoys life. As you can tell from his picture he has a cute face. He would be a great family member or BFF for a single person. Sometimes older cats are overlooked in the shelter but they make great pets. Freckles is waiting on YOU to rescue him from the shelter. H.E.A.T. Program

The Home Energy Assistance Target Program accepts applications to assist eligible households in need of help paying their home heating bills. This federally funded program is administered by the State of Utah. Payment amounts are based on income, energy use, and at-risk groups in the household. The application period begins Nov.1, 2015 and goes through Sept. 30, 2016, or until funds are exhausted. Each household can receive H.E.A.T. assistance once during this period. Residents who wish to apply for assistance should call 435- 652-9643 to schedule an appointment. The H.E.A.T. office is located at 168 N. 100 E. Ste. 255, St. George, UT 84770.

Samuel R. Knight History Museum

Come see the expanded Samuel R. Knight Santa Clara History Museum located in the Town Hall basement and learn about Santa Clara’s history. The museum hours are Tuesdays 1—4 pm and Saturdays 11am—2 pm.
