Job Posting – Part Time Parks Operator I

Hiring Part Time Parks Operator I for Santa Clara City – EOE. 

Maintains sports fields and other facilities. Duties may include field preparation, mowing, cleaning, equipment operation and maintenance, fertilizer and pesticide applications and other duties as needed. Represents City at sporting events.  Starting pay $13.50/hour up to 29 hours/week.

Responsible for the enforcement of provisions of the Santa Clara City Zoning Ordinance, Nuisance Ordinance, Storm Water Inspector and other city and state codes; conducts field inspections, writes letters, sends violation notices and coordinates enforcement efforts with the City Attorney. Also ensures order and security within the courtroom.




The Code Enforcement Officer works under the generalsupervision of the Santa Clara City Building/ Zoning Administrator and the Public Services Director. May at times work directly with the City Manager.






ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics.  The list of tasks is illustrative only, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

The Code Enforcement Officer performs the following functions:


Enforcement of Zoning Ordinance – Enforces provisions of the Zoning Ordinance by receiving and evaluating complaints, performs site inspections, sends violation notices, and works with the City Attorney as necessary.  Also enforces sign provisions and issues sign permits, sends violation notices, and works with the City Attorney on other sign enforcement action as necessary.


Enforcement of Nuisance Ordinance – Receives, reviews, responds, and follows through on nuisance complaints, including weeds, dust, noise, encroachments, storage of personal property, animals, and related problems.  Performs site inspections, sends violation notices, and works with the City Attorney as necessary.


Enforcement of Other Codes – Works with City Attorney regarding civil enforcement of other city and state codes. 


Provides customer service in a friendly manner and provides public with information related to various City services, fees, hours, etc.


Storm Water inspections on, Residential and Commercial Construction, New Development, Outfalls, Storm Drain system, Detention Basins and Tuachan Wash Detention Basin.


Provide annual state report, MS4 permits and NOI permits. 


Update storm water ordinances and LID manual and requirements to comply with state regulations.


Prepare Storm Water Master Plan.  (SWMP) Prepare every five years or as required.


Write SWWPP’s for City Projects.


Performs related duties as required (e.g. *officer of the court).


*Officer of the Court: Ensures order and security within the courthouse; unlocks and checks courtroom; enforces courtroom rules of behavior and warns persons not to smoke or disturb court procedure; collects and retains unauthorized firearms from persons entering the courtroom; opens court and informs Judge that court is ready; escorts defendants to and from the courtroom; collects evidence from juries; contacts a variety of court personnel, government workers, and lawyers; takes custody of sentenced or arrested person in the courtroom and transport them to the correctional facility; may announce entrance of the judge.


Prepares reports of daily incidents; effectively communicate with people, by giving information and directions, mediating disputes, and advising of rights and processes; demonstrate communication skills in court and other formal settings; endure verbal and mental abuse when confronted with hostile views and opinions of people encountered in an antagonistic environment; serve as an agent of the Court in serving warrants, subpoenas, summonses, etc.; process and transport prisoners using handcuffs and other appropriate restrains.



1. Education and Experience:


a. Must have High School diploma or equivalent.
b. Five years’ experience in code enforcement or law enforcement.
c. Valid Utah Driver License.
d. Must be at least 21 years of age and a U.S. Citizen.
e. Previous experience in law enforcement helpful.
f. Maintain membership in U.O.C.A. and complete certification.
g. Maintain RSI Certification


2. Knowledge, Skills, and Abilities:



a. Knowledge of municipal codes pertaining to zoning and code enforcement.
b. Knowledge of safe and efficient work practices as related to zoning and code enforcement.
c. Knowledge of principles, practices, methods, and techniques of code violation investigation and enforcement.
d. Knowledge of the English language, including proper structure, spelling, grammar, and punctuation.
e. Court room procedures and laws of evidence; municipal court procedures; legal and court terminology.
f. Modern law enforcement principles, procedures, techniques, and equipment.



a. Quality Control – Monitoring, inspecting, and testing construction of public infrastructure to ensure it meets minimum requirements and specifications.
b. Reading Comprehension – Understanding written sentences and paragraphs in work related documents.
c. Active Listening – Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate and not interrupting at inappropriate times.
d. Time Management – Managing one’s own time and the time of others.

h. Perceptual Speed – The ability to quickly and accurately compare similarities and differences among sets of data, such as numbers, objects, plans or patterns.  This ability also includes comparing a presented object with a remembered object.

j. Depth Perception – The ability to judge which of several objects is closer or farther away from you, or to judge the distance between you and an object.
k. Near Vision – The ability to see details at close range (within a few feet of the observer).

m. React effectively in emergency and stress situations; exhibit imagination, initiative, and problem-solving capability in coping with a variety of law enforcement situations; follow standard safety practices and procedures common to law enforcement work


3. Special Qualifications:


Must be P.O.S.T. (Peace Officer Standards and Training) certified and must maintain enforcement certification by completing annual training requirements.


4. Work Environment:


a) Moderate physical activity; may require stooping, bending, climbing in and out of construction areas, and infrequent lifting of light weights over 25 pounds.  
b) Required to work outdoors in desert climate.
c) Moderate exposure to stress because of human behavior.
d) Required to travel out of town for up to a week of training to maintain certifications
