REQUEST FOR PROPOSALS (RFP) FOR
ON-CALL PROFESSIONAL ENGINEERING SERVICES POOL

SANTA CLARA CITY, PUBLIC SERVICES DEPARTMENT, is seeking proposals from professional engineering and land surveying firms to provide on-call public works engineering design, survey and engineering consultation services for public works capital facility plans; transportation master plans; review of proposed land development project plans for subdivisions & commercial development; public works projects including, storm-water, roadway, flood control, water & wastewater infrastructure; preparation of land surveys, legal descriptions & final plat reviews; geotechnical investigations; and, stream alteration permit assistance. The City intends to select up to five (5) engineering and land surveying firms to participate in the on-call pool. The City is desirous that the successful engineering and land surveying firms provide a full range of professional services.
Qualifications should include knowledge of applicable design codes and related Federal, State, and local government regulatory requirements; the capability to produce high quality engineering construction plans, specifications, cost estimates, and reports; full awareness of applicable requirements for design reviews, inspections, and approvals required before, during and after construction. Qualifications for review of design plans for new development projects include demonstration of resources required to provide review comments of design plans and plats submitted within a time limit of one week.
Successful firms will be required to provide insurance certifications including descriptions of insurance coverage outlining the coverage provided on a project by project basis including, professional and general liability along with workers compensation.
Fees will be negotiated on a project by project basis with firms within the engineering pool. The term for on-call engineering firm pool contract will be for five (5) years beginning in January 2021.
Proposals must be received at the Santa Clara City Public Services Department, Attention Jack Taylor, 2603 Santa Clara Drive, Santa Clara, UT 84765 no later than 2:00 P.M., Wednesday December 19, 2020. Proposals may be emailed to Jack Taylor at firstname.lastname@example.org prior to the deadline.
The following items should be provided within the proposal for evaluation by the City:
- Provide a brief history of the firm including size of firm in employees, office location, years in existence, and capabilities of the firm. Note any specialty items that the firm has shown specific experience. Limit this item to no more than 1 page. (20 points)
- Provide a list of projects completed during the last three (3) years and describe the work conducted as part of the projects to demonstrate the capabilities of the firm. These projects should include work previously conducted for Santa Clara City as well as work conducted for other local government agencies, consultants, contractors, and developers, etc. Please provide a minimum of two recent client references (local references are preferred). Limit this item to no more than 2 pages. (40 points)
- Provided a profile of key professional employees that would be involved in the work including a designated Project Manager, who will oversee the work and serve as the primary contact for the City. The profiles should include years with company, years of experience in field of work, Utah professional licenses & registration numbers, and position with the firm. Personnel listed must be currently employed by the firm. Limit this item to no more than 2 pages. (40 points)
